Morgan was born in Paris and grew up in France, the United States, and Jerusalem. The three years she spent as a child living in East Jerusalem exposed her to both sides of a deeply rooted conflict and sparked her interest in pursuing a career in conflict prevention and peacemaking. She spent two years working as a program specialist at USIP. She then studied at New York University and is now a practicing lawyer.
