Teuta was born in Kosovo. She earned a degree and became a schoolteacher. In 1998 and 1999, she worked with an international mission to monitor a cease-fire agreement. The mission documented many human rights violations. When international forces took over Kosovo, Teuta worked with them to help rebuild Kosovo's educational system. Subsequently, she studied for a master's degree in the United States and then worked at USIP. She now works for the International Finance Corporation.
